In continuation of my confidential despatch of

the 3rd November in which I reported that my views on the subject of the scope of Clause III Section 1 of the Order-in- Council of the 26th October, 1896, did not coincide with those held by the General Officer Commanding, I have the honour to inform you that pending your decision on the interpretation of the clause, I decided, after consulting with the Attorney General and the Captain Superintendent of Police,to issue the enclosed instructions to the Police. It was absolutely neces- sary that they should have clear directions in the matter.

Before directing the Captain Superintendent of Police to put the instruction in orders I took the opportunit, to send a draft copy to Tajor-General Kelly. I enclose a copy of my letter of the 3rd December, 1914, and of the subsequent correspondence which took place.
